Who can tell me about this puppy ?

It appears to be a Bart Simpson without a guilt dial to 1966 first-quarter I. 66 5513 1.4 million Searle number?

Don't know if they made non gilt dials or not then?

Gloss dials can lose their gloss over time, and take on more of a matte finish.
