Rolex datejust problem

i have a model 1603 datejust circa 1980s acrylic crystal-
When I change the dates it will do it until it reaches 17 then I can not change the date unless I Turn the hour and minute hand full 24 hours the the date changes- Ie non quickset way.? What is the problem?
