I don't remember seeing the term over-buffed before, but I assume it's the same as over-polished. Watches are often buffed to remove scratches during servicing. Over-buffing would occur when there is evidence of buffing, such as rounded edges or thin lugs. I personally never have my watch buffed or polished at all.
