Another Arabic Crest

A friend of mine has this watch, but doesn't know what the crest stands for. I recently saw another post with Arabic crests and was hoping someone might recognize this for my friend. Thanks for the help.
Sincerely,
Paul

Also, he is aware that it is a redial, he was just wondering if someone knew what the crest represents.
Thanks Again,
Paul

My bet is FUBAR I´m afraid

That type of dial is called "California" dial, but I highly suspect that it did not leave the factory looking like that. A dial with both Rolex and Tudor printed is a red flag in my book....and the crown on the dial is

I hope I´m wrong and I´m sure someone with more knowledge then me will give you the or

I could be wrong...but I believe that might be the crest of the U.A.E federation, i don't doubt the authenticity of the watch...as I've seen several Rolex and Tudors with similar crests......even seen some crest on Fine Bone China (Wedgewood, Noritaki..etc)

I wouldnt be so quick to say its a redial...the watch was issued by the U.A.E government, and if they want something they'll get Rolex to customize the way they want it.

But I don't believe they ever put both Tudor and Rolex on the same dial.

I collect Rolex Abrabic crest dials... I'm not sure this one is authentic.
This is the crest of the Ministry of Interior.

I think it's a fake dial.. I am from U.A.E and the flag colors on the eagle are not correct.
