Is this sub LV dial correct ?

I have a question....is the sub LV dial correct where the swiss made is between the 32 and 28 markers but those markers are short....
I have seen them short when the swiss made spans across 28, 29 30 31 32 and I have seen those markers long when swiss made spans between the 28 and 32 markers...Thanks in advance.
