It refers to a dial that uses Tritium as its luminous material and the <25 signifies that the amount applied to the markers is below a certain threshold.

i will add, i think the amount of tritium used varied quite a bit, i once replaced a tritium dial with a newer (~5 years) tritium dial, the newer dial never gave off the same quality of light as the older one. i still have the original watch with the newer dial it is virtually without any lume whatsoever at this point. original watch purchased in 1991. dial replaced in ~1996 after RSC scratched it during service.
