Makes little sense. Not from the (original) owner's perspective nor from the holder's perspective. Holder = person with current possession.

They would ask...

Where did you buy it? Do you have proof of purchase? What was the seller's name? "Holder" would immediately be under investigation but if he/she is a honest person, there would be no issues.
