Advice on how to buy a presidential

So I like the 36mm style yellow gold president and like 2001 model year or similar style. I talked to a local dealer offering a 2006year d serial factory yellow gold black onyx diamond dial for 20k with shipping. How do I know if that's a good deal? what would you guys do if you were looking for this style? I'd like to pay less than that 20k watch. It had original papers too, no box.

Step No.1: "buy" the dealer first.
Step No. 2: "President" identifies not the watch but the bracelet style. So if you're looking for a DD YG with a president bracelet, learn how to identify a genuine Rolex bracelet from the myrid of copies. Just buying an 18K (750) isn't necessarily buying a "President". Genuine new replacement bracelets in YG from a AD go for $11,000 plus full retail, so please know that most of the value in the watch will be in the bracelet.

I'm learning, this forum is great. So what model # would I exactly be looking for? I suppose its a 118238, but are there additional codes for fluted bezel black onyx face with factory diamonds just on the face?
