thanks...i do notice some moisture has gotten to the second hand. Can that be worked out without replacement? Also does that mean there has been moisture in the watch?

It looks like the dial and hands have been replaced. I would think they would have more patina to them.

I have the same issue with my 1981 5513,quite a bit worse than yours.I don't believe it could be repaired,only replaced since its so thin.I spoke to Riki from Timecare,he said a new hand could be used,and the new lume could be scraped off,then put dead lume on the hand,and match the colour. I would leave the seconds hand alone. It's corrosion, which is fairly common. Not sure it means that moisture has gotten into the watch. It could just be age. I think a bigger issue is the polish on the case. It's had quite a bit, especially the lower right lug, which looks a little thinner than the other lugs. (Could just be the photos.) I would ask for more photos of the case/lugs. Also, I wouldn't assume the dial/hands have been replaced just because of the color of the tritium. On one end of the spectrum, you see some dials/hands that have turned yellow/orange, and on the other end, others stay quite white, depending on how the watch was worn, what part of the world, and exposure to the sun over the decades. Its ingermany, i will forward the details of the selelr if anyone wants it. Im going to pass due to the concern it might get "intercepted". Seller seems real, hes on the German R-L-X

It looks like a really nice specimen

Importing a Rolex into the USA from another country can be frought with issues. I've attempted it a couple times, and I don't think I would attempt it again

From what I learned today it's a rolex trademark issue not a customs issue

In other words you are able to import a watch. I have not got an answer about duties, but I assume that duties would be owed but there are common workarounds
BUT THat Rolex USA has an active and aggressive policy about protecting its trademark, and somehow have US Customs on board helping them .....which is surprising if true

Could be myth, urban legend sprinkled with some truths, I have no idea, but it doesn't seem worth the risk based on how many people told me not to try
