Terry,
I know I have missed something here, but have you got a direct line to eBays CEO?

Nope. I'm a chump who has what is known as; "Enhanced Member Reporting" capabilities. In other words I report this stuff to E-Bay and my reports get priority and the listing gets pulled. I don't get a dime for doing it; just the satisfaction that I helped some other poor soul from getting ripped off. Someone said Caveat Emptor which means; "Let the buyer beware." I happen to believe we are our brothers and sisters keepers. I am honest to a fault and hate seeing people get ripped off. If I can do a small part to help stop that then I feel like I have done something good in the world we live in. The CEO of E-Bay is busy collecting his millions and billions of dollars without thinking of little old, insignificant, me.

I see!
It sounds good to me
I have done my small part in the past by e-mailing bidders if the item looks dodgy, but eBay have been making that harder and harder lately, by either not putting the bidders names up just (Bidder 1) etc,, or not allowing you to contact another member like they are the internet Police or something (just in case you sell/buy something without them getting their percentage).
Good work mate
