Just guessing without pics ....
... and I'm a very pessimistic guesser.
From the OP's description, I'd lean towards an after-market / refinished item rather than a very rare service dial. Pics may make me eat my words though |

I don't know anything about these dials but I did notice in the picture that I posted the letters are aligned different. For instance in your picture the I in certified is centered over the R below it. In the other picture it is to the far left of the R.
