Can new members send private messages?

Hello all. This question might sound silly, but I know that some forums restrict personal messages for new members.

A few weeks ago, I sent a message to a seller expressing interest in a watch he had for sale. I never received any response, but two days later he posted that the watch was sold. Perhaps he was close to a deal, and he didn't feel the need to respond, but it did strike me as a bit odd. You would expect a seller to acknowledge the message, at least to keep things open in case the deal falls through, if not as a basic courtesy.

So I've been wondering whether PM privileges are enabled for newer members. My apologies if this is posted somewhere in the rules.
