Off topic..But still concerning fraudulant behavior.
I filed a claim through paypal today against a seller that sold me a vintage watch with what was supposed to be a matching (serial #) guarantee paper which was clearly listed in the auction. Well I get the package today and the Punched serial# doesn't match the watch. I file a dispute and the seller comes back and says "too bad", no returns. well I escalate it to a claim. A couple of hours go by and i call ebay with a question concerning the seller and listing. They review the paypal case while I'm on the phone (apparently they have authority and access to the resolution department) and ask if I would be willing to accept a partial refund. I gave them a figure I would be happy with and they quickly reviewed the case and gave me more than what I requested. Also sent me a confirming email that this amount will be deposited back in my account in 3-5 business days. No strings or disputes attached to this refund. This is some new program/policy of ebays. Paypal confirmed this new deal. This was all done without contacting the seller and comes out of ebay's account. I guess they lean on the seller to pay them the refund back after all is said and done. I haven't heard of this before.

First sorry to hear this happened to you. That really sucks when you get something different than what you paid for. Do you want to reveal the seller as a 'watchout' for the rest of us? I am glad eBay assisted you so quickly. I too have never heard of immediate partial refunds over the phone. |

Something new...when I filed my dial dispute I had a Sunday call telling me they were going to expedite a full refund...five days latter it is back in my account. I don't know what is happening but I like it!

This was a "single watch", non dealer individual who's feedback and Items are ...
the farthest thing from watches. He said that the guarantee came with the watch when he bought it. I actually believe him, but he isn't aware of the value added by a correct guarantee. To a nonwatch person it's just a piece of paper. The amount of the refund actually put me in a better position without the guarantee than I was with. It's crazy.

Well...Thanks guys..but...on the flip side of the coin the seller didn't ..
get to argue his side and they didn't ask for any pictures or "evidence" from me. This all happened on 1 short phone call. I don't see the logic in this unless they are going to "bill" the seller for the refund...but how could they without hearing his side even though in all reality he was in the wrong. It's really kind of an "off the wall" incident if you ask me.

Orchi. They asked me if I would be happy to keep the watch with a partial...
refund and I gave them a figure I was happy with ($1500 refund). They came back and offered me more ($2000). I said $1500 was fair enough for me and they insisted I take the $2000. So now I own the watch $2000 less than what I paid. This is being issued by ebay and deposited into my paypal account. This isn't a paypal transaction, although it started out as a claim through paypal. i mean is this crazy???

I am glad to here about your experience and that it worked out for you.I am a buyer and seller and have been scammed not once but 2 times buy very good scammers using paypal.I try never to take paypal, if you want to loose money accept paypal they say.From a buyers standpoint its the only way to go.There are so many websites popping up that show you how to basically rip off a seller using paypal.The process you described just shows me that its getting easier for anybody that wants to do it in a dishonest way.For any of us selling anything of value it is not worth it anymore.I know there are bad sellers but I know there are way more bad buyers than people realize out there.A friend of mine sold a lnib SS daytona on ebay accepted paypal and the buyer said he sent an empty box guess what? My friend is out his watch and the buyer got a full refund.

I also sell on ebay and found this refund situation very strange. I will..
say that I create alot of money moving back and forth through ebay with few if any problems and have been a member since 1999 with a perfect track record. My paypal disputes and claims have been few compared to the many transactions I have completed. I doubt they would have proceeded this way with a "new" user. Still...kind of a strange deal.

I filed a claim with paypal in order to send the watch back for a full...
refund because the owner said "too bad, no returns". This was my intention. I called ebay to find out some information about the listing and seller. This is when the conversation turned to partial refund as this being part of a new program they are implementing. They asked if i would be willing to accept a partial refund as compensation for this problem. I told them I would accept a partial refund of 1500-2000. they came back and said they were going to deposit 2000 in my paypal account in 3-5 business days. I told them 1500 would be fine. They insisted on 2000. this is not a paypal refund..but an ebay refund. I called paypal to verify this and they said yes it is a new ebay program. I don't even know if the seller is going to have to pay the refund as it is a refund from ebay....not paypal.

I would be shocked if Ebay eats the 2K! I'm guessing they already debited the sellers PP account. |

I don't think they debited his account. They couldn't do that...
without some sort of arbitration. This program has come about because of dissatisfied ebay users they told me and that I was qualified to participate in this if I wanted to...or just continue my paypal claim (which I would have won) and send the watch back. I chose the refund. Maybe this was a 1 time short term deal that I was in the right place at the right time.

I just got off the phone with ebay customer support...
This partial refund is from ebay and is on a case by case basis. Yes this is a new program and they don't have a name for it yet. Get this...The refund comes straight from ebay and the sellers account is not debited...and they don't even send him an email stating what has happened. The seller will never know about the refund unless I email him and tell him. Like I said this is done on a case by case basis considering the users history with ebay. Still crazy.
