Based in Peru, though location on ebay is stated as The States. Did not ship a watch I won at auction, admitted that it hadn't been ship, but would not initiate the refund through PayPal. Claimed incompetence.

Knew the timeframe I needed to wait to finally claim through eBay, and that is ultimately what I had to do, wait. Very frustrating.

Don't understand his/her ploy, the auctions are always undervalued to suck you in.
