My names John and i'm a recovering Tag-aholic Rolex 6426

So i've lost my mind amd sold all my beloved Tag's! Im now quartz free. Ive picked up several nice mechanicals. Including one not so nice Ref 6426 ssn 228863X. Its just a head, no bracelet. Runs and keeps good time (within 15sec a day). I've been searching for and have come up with conflicting info. Specifically what is the year? Ive seen 1967, 8 and 9 depending on the site. Inside of rear cover is stamped IV 69. What mvmnt should it be ( it has a 1225). I'm assuming its a Precision. Has a "sunburst"silver dial that is TRASH due to previous water damage.
This piece is not worth a serious restoration for various reasons. But becaise it does keep good time and is without complications; i can self service without issue.
I would like to know thpugh specifically what it is. Also who would be best to re-furb the dial... Sorry for length and many thanks for any info!

Need photos for meaningful responses. A 2.28 mil serial puts it in the late '60s, which would seem to be confirmed by the case back.

I recommend this link for dating vintage Rolexes. Keep in mind it's always an approximation anyway.
