No, it means that pictures you previously uploaded from PB no longer are visible but the ones you upload as of today from your PC are seen.

Yes, new pics can be seen so you can build up your thread , invest a lot time and effort into it , and then as the 3rd party views come in from the other members - bam pay the $399

I have my own domain and I pay around $100 for a year with 100GB space so $400 is not a good deal IMHO.

You are never 100% safe with your pics on sites that cost nada. So if you have a website or a lot of pics uploaded it's worth to pay for IMHO.
